Offshoring vs outsourcing: what is the difference for your team?
Key takeaways
- Offshoring answers where the work happens, while outsourcing answers who employs the people doing it.
- An offshore team you employ gives more control and better IP protection, while outsourcing starts faster and shifts management to the vendor.
- Nearshore locations buy working-hour overlap, while offshore locations such as India usually offer a larger talent pool and lower salaries.
- Employer of Record teams, dedicated vendor teams and captive centres sit between pure offshoring and pure outsourcing.
- Compare salaries in native currencies and add employer costs, because headline salary gaps overstate real savings.

Offshoring moves work to another country. Outsourcing moves work to another company. The two often overlap, which is why offshoring vs outsourcing gets muddled in board meetings and budget reviews. Two plainer questions settle it: who employs the people doing the work, and where do they sit?
What is the difference between offshoring and outsourcing?
Offshoring is about location: work moves to a different country, either to your own team abroad or to a foreign supplier. Outsourcing is about ownership: a third party does the work under contract, at home or abroad. A company can offshore without outsourcing, outsource without offshoring, or do both at once.
The OECD's Measuring Globalisation handbook (2010), quoted in the UN ESCWA glossary, defines offshoring as purchases of intermediate goods and services from foreign providers, or the transfer of tasks to foreign affiliates. Note the second half. Moving work to your own subsidiary abroad counts as offshoring, even though nobody outside your group is involved.
Outsourcing is simpler to pin down. You pay another company to deliver a function, and that company employs the people who do it. For example, a UK insurer using a Leeds firm for payroll is outsourcing. A US retailer moving its analytics team to its own office in Hyderabad is offshoring.
Offshoring vs outsourcing: what are the four combinations?
Two questions sort every option: where does the work happen, and who employs the people doing it? Cross them and you get four combinations. If you are reading this as a founder in the US or UK, your real choice is usually in the bottom row, because that is where the cost savings and the risks both sit.
| Your company directs and employs the people | A vendor employs and manages the people | |
|---|---|---|
| Work happens in your home country | In-house domestic team | Onshore outsourcing |
| Work happens abroad | Offshoring: your own entity, a captive centre, or a team employed through an Employer of Record | Offshore outsourcing: a foreign vendor delivers the service |
One nuance. Strictly, an Employer of Record (EOR) is the legal employer. But you choose the people and direct their work every day, so in practice an EOR team behaves like the left-hand column.
How do offshoring and outsourcing compare?
Employing your own offshore team gives you more control and keeps IP inside your company. You pay for that with management time and a slower start. Offshore outsourcing starts faster and hands staff management to the vendor, though you then steer the work through a contract instead of through people. Cost depends more on the model than on the country.
| Factor | Offshore team you employ (own entity or EOR) | Work outsourced to a vendor |
|---|---|---|
| Control | Direct: you set priorities, hire and manage | Indirect: through the contract and service levels |
| Cost | Salaries plus entity or EOR fees, recruitment and management time | Vendor rate, which includes its margin and overheads |
| IP and data | Covered by your own employment contracts and systems | Depends on contract terms and the vendor's security |
| Management overhead | High: you run the team | Lower: you manage the vendor, not the people |
| Speed to start | Slower, because each person must be hired and serve notice | Faster if the vendor already has trained people |
| Culture and integration | People can become part of your team | People belong to the vendor's culture first |
| Exit | Harder: employment obligations apply | Easier: contract notice terms apply |
Speed needs an India-specific note, because it catches most overseas founders out. Notice periods in India are set by the employment contract and usually run 1 to 3 months, according to Nyaaya, Vidhi Centre for Legal Policy. A team you hire directly cannot start until those notice periods are served. If you want engineers in seats by a product launch, start recruiting a quarter earlier than you would at home.
What is the difference between nearshore and offshore?
Nearshore means moving work to a nearby country with a similar time zone, such as Mexico for US companies or Poland for UK companies. Offshore means a more distant location, such as India or the Philippines. Nearshore buys shared working hours. Offshore usually buys a larger talent pool and lower salaries, at the price of fewer overlapping hours.
India Standard Time is UTC+5:30 and does not change for daylight saving. For a London team, the UK morning overlaps with the Indian afternoon, which gives several shared hours a day. For a US East Coast team, overlap is thin: early morning in the US meets evening in India.
Many India-based teams supporting US clients work staggered or late shifts. That can work well, provided the hours are written into the offer before anyone joins. Nearshore tends to win for roles needing all-day, real-time collaboration, such as live customer support in US hours. Offshore tends to win where work can run on a clear handover model.
Which hybrid models sit between the two?
Three hybrid models sit between pure offshoring and pure outsourcing: an offshore team employed through an Employer of Record, a dedicated team supplied by a vendor, and a captive centre or global capability centre (GCC) that you own. They differ mainly in who is the legal employer and how much you manage directly.
Offshore team through an Employer of Record
An EOR is a local company that legally employs people on your behalf, runs payroll and handles statutory compliance, while you direct the work. It suits companies that want named, full-time people in India before setting up an entity. Recruiting is a separate job, because an EOR employs people but rarely finds them. Kintra is a recruitment firm, not an EOR: our offshore hiring service finds and closes the candidates, and your EOR or entity employs them.
Dedicated team through a vendor
The vendor employs a team that works only on your account, often from the vendor's office. You get stable people and some say in who joins, but the vendor controls employment terms. Think of it as outsourcing with more continuity than a project contract.
Captive centre or GCC
You set up your own entity and employ everyone directly. According to Nasscom-Zinnov's India GCC report FY26, via The Tribune, India has 2,117 GCCs across 3,728 units, employing about 2.36 million professionals. Business Today reports India added more than 500 new GCCs in the last five years. Our page on GCC hiring in India explains how those teams get built.
Why do so many companies offshore to India?
Companies offshore to India for scale and depth of talent. According to Nasscom's Strategic Review 2026, via ETV Bharat, India's tech industry has about 5.95 million direct employees in FY26, after adding about 135,000 during the year. English is widely used at work, and plenty of overseas companies have already built teams there, so you are not inventing the model.
Global adoption is wide. Nasscom-Zinnov research from 2024, via ThePrint, found that in FY24 about 23% of the global top 2,000 multinationals had a GCC in India.
Salary differences are real, but they are often overstated. The table puts two roles side by side in their native currencies.
| Role | United States | India |
|---|---|---|
| Software developer or engineer | USD 135,980 median annual wage (BLS, May 2025) | INR 813,748 average base salary; 10th to 90th percentile INR 350,000 to INR 2,000,000 (PayScale, July 2026) |
| Accountant | USD 83,680 median annual wage for accountants and auditors (BLS, May 2025); PayScale's US average base is USD 61,831 | INR 310,467 average base salary (PayScale, 2026) |
Read the table with care:
- BLS reports median wages from employer data. PayScale reports average base salary from self-reported profiles. They are not like-for-like.
- We have not converted currencies, because exchange rates move. If your budget needs a converted figure, use the rate on the day you build it and write that date next to the number.
- Neither column includes employer costs such as statutory contributions, benefits, equipment, office space, EOR fees or recruitment fees.
- Indian ranges are wide. Senior engineers at product companies earn far above the average, and a Chartered Accountant earns much more than a generic accountant.
What are the main offshoring risks?
The main risks are attrition, weak communication, IP and data exposure, quality drift and hidden costs. None is unique to India. Most come down to two things you control: the contracts you sign and the management time you give the team. According to Aon's Salary Increase and Turnover Survey 2025-26, overall attrition in India fell to 16.2% in 2025, from 17.7% in 2024.
| Risk | How to manage it |
|---|---|
| Attrition | Hire for motivation as well as skills, pay at market and give offshore staff real ownership of their work. A Quess IT Staffing executive put GCC attrition near 12.6% (Business Today, 2026, executive estimate) |
| Communication gaps | Agree overlap hours in writing, use written handovers, name one owner on each side |
| IP and data exposure | IP assignment clauses and access controls, reviewed by lawyers in both countries |
| Quality drift | Same hiring bar and the same review process as your home team |
| Hidden costs | Budget for travel, tools, recruitment fees and notice-period delays |
| Contractor misclassification | Engaging individuals as contractors while managing them like employees can create legal exposure. Take local legal advice |
When does offshoring not make sense?
Offshoring is a poor fit when the work needs physical presence, constant real-time contact with a home-country team, or data that cannot legally leave the country. It also fails when cost is the only goal and nobody at home has time to manage the team. Cheap and unmanaged usually ends up expensive.
Outsourcing has its own blind spot. If the work is core to your product or competitive edge, handing it to a vendor means its knowledge builds up outside your company. When the contract ends, that knowledge leaves with the vendor.
How do you choose between offshoring and outsourcing?
Choose by answering a few questions in order: how core the work is, how long you need it, how much control you want and how much management time you have. Core, long-term work that needs close control points to your own offshore team. Defined, non-core work with clear outputs points to outsourcing.
- Is the work core to your product or advantage? If yes, lean towards employing the people yourself.
- Will you need it for more than a year or two? Long horizons favour your own team.
- Can you define the output in a contract? Clear deliverables suit outsourcing.
- Does the work need many shared hours with your home team? If so, test nearshore first.
- Who on your side will manage the offshore people every week? No name means you are not ready.
- Do you need named, permanent people or flexible capacity? Our guide to contract vs permanent staffing covers that choice.
- Are you ready to set up an entity, or would an EOR bridge the first stage?
- Have IP, data and employment terms been reviewed by counsel in both countries?
What is the first step for an India team?
If the offshoring vs outsourcing question points to your own team in India, the next decision is the employment route: your own entity, an Employer of Record or contractors. Our guide on how to hire employees in India compares all three.

What is the difference between offshoring and outsourcing?
Offshoring is about location: work moves to a different country. Outsourcing is about ownership: a third party does the work under contract. You can offshore without outsourcing by hiring your own team abroad, outsource without offshoring by using a domestic vendor, or do both by contracting a foreign vendor.
Is offshoring cheaper than outsourcing?
Not automatically. An offshore team you employ avoids a vendor's margin, but you pay for entity or Employer of Record costs, recruitment, management time and travel. Outsourcing bundles those costs into the vendor's rate. For long-term, core work, a directly employed offshore team is often cheaper over time. For short or non-core work, outsourcing often wins.
What is the difference between nearshore and offshore?
Nearshore means moving work to a nearby country with a similar time zone, such as Mexico for US companies or Poland for UK companies. Offshore means a more distant location, such as India. Nearshore gives more shared working hours. Offshore usually gives access to a larger talent pool at lower salaries, with fewer overlapping hours.
Can you offshore without outsourcing?
Yes. If you hire people abroad as your own employees, through your own subsidiary or an Employer of Record, you are offshoring without outsourcing. The OECD definition of offshoring explicitly includes transferring tasks to foreign affiliates, so moving work to your own team in another country still counts as offshoring.
What is an Employer of Record in offshoring?
An Employer of Record is a local company that legally employs people on your behalf, runs payroll and handles statutory compliance in that country, while you direct the day-to-day work. It lets you build a named offshore team without first setting up a legal entity. The EOR employs people but does not usually recruit them.
Why do companies offshore to India?
India offers scale and depth in technology and business services talent. According to Nasscom's Strategic Review 2026, India's tech industry has about 5.95 million direct employees in FY26. India also hosts 2,117 global capability centres, according to Nasscom-Zinnov FY26 research, so the operating model is well tested.
