Contract staffing vs permanent staffing: which suits the role?
Key takeaways
- Contract staffing fits defined, time-bound work; permanent staffing fits roles the business will need for years.
- Under contract staffing the staffing firm is usually the employer on record, but compliance responsibility still needs to be agreed in writing.
- Contract-to-hire works best when the conversion terms, salary and timeline are agreed before the person starts.
- Aon reports India's overall attrition at 16.2% in 2025, so permanent hiring still needs a retention plan.
- India's Labour Codes came into force on 21 November 2025, so review contract staffing agreements with employment counsel.

The right staffing model depends on how long you need the work done and how much of the knowledge must stay inside the business. Contract staffing gets someone working quickly on defined work and lets you step back when it ends. A permanent hire builds knowledge that stays in the team and grows each year. The question is live for many employers right now. According to ManpowerGroup's Q4 2026 survey, reported by People Matters, 65% of Indian employers plan to increase staffing in Q4 2026, and each of those roles needs a model.
What do contract and permanent staffing mean?
Contract staffing places a worker with your company for a fixed period or project, while a staffing firm usually employs and pays them. Permanent staffing hires someone onto your own payroll with no planned end date. Contract-to-hire starts as a contract with an agreed option to convert. Temporary staffing is a short form of contract staffing, often for days or weeks.
Contract staffing
The staffing firm is usually the employer on record. It runs payroll, deducts statutory contributions and issues the employment contract. Your team directs the daily work and approves timesheets. You pay the firm a monthly bill that covers the worker's pay plus the firm's margin.
Contract-to-hire
The person starts on contract with a stated intention to move them to your payroll if the fit is right. Conversion terms vary by firm, so read them closely.
Permanent staffing
You are the employer from day one. A recruiter may find the candidate, but the employment relationship, benefits and obligations are yours.
How do contract and permanent staffing compare?
The main differences sit in cost structure, commitment and who carries compliance responsibility. Contract staffing spreads cost across monthly bills and keeps the exit simple. Permanent staffing usually involves a one-time placement fee and a longer commitment, but the knowledge stays. A GoodSpace industry blog from 2026 puts typical permanent placement fees at 8.33% to 12.5% of annual CTC for junior and mid roles.
| Factor | Contract staffing | Contract-to-hire | Permanent staffing |
|---|---|---|---|
| Cost structure | Monthly bill: pay plus firm margin | Monthly bill, then conversion fee or terms | One-time placement fee, then salary |
| Commitment | Fixed term, simple to end | Trial period with an option | Open-ended |
| Speed to start | Often fast, from a ready pool | Similar to contract | Depends on notice period |
| Compliance responsibility | Mostly with staffing firm, shared by contract | Moves to you on conversion | With you |
| Knowledge retention | Leaves when the contract ends | Retained if converted | Stays with the business |
| Candidate pool | People open to contract work | People open to a trial | Widest, including passive candidates |
The candidate pool row matters more than most teams expect. Many strong candidates in stable permanent roles will not resign for a contract. If the role needs someone who is currently employed and not looking, permanent is often the only realistic option.
When does contract staffing make sense?
Contract staffing makes sense when the work has a clear end date, demand is uncertain, or you need cover quickly. Good examples are a six-month system migration, festive-season operations, maternity cover or a pilot project that may not continue. It also helps when headcount approval is frozen but project budget exists, a common situation in large organisations.
For example (an illustrative case), a mid-sized retailer needs ten extra operations staff for the October to December peak. A contract staffing firm can supply people from an existing pool, handle payroll and release them in January. Hiring ten permanent staff for three months of work would be expensive and unfair to the people hired.
When is permanent staffing the better choice?
Permanent staffing is the better choice when the work is core, ongoing and depends on accumulated knowledge or relationships. Skilled people are also hard to find. ManpowerGroup's 2026 Global Talent Shortage Survey found 82% of Indian employers report difficulty finding the skilled talent they need. When specialists have choices, many of them pick the security of a permanent role, so a contract offer can shrink your shortlist before you start.
Roles that own a product, a client portfolio, a team or a regulatory responsibility should almost always be permanent. The cost of losing that knowledge at the end of a contract usually exceeds any saving. Our permanent recruitment service is built for these roles.
Which model suits your role?
Pick the model by answering a short set of questions about duration, ownership and risk. If most answers point the same way, the choice is clear. If they split, contract-to-hire may be the compromise. Run the checklist with the hiring manager and finance in the same conversation, so the budget and the role design match.
- Duration. Will the work continue for more than a year or so? If yes, lean permanent.
- Ownership. Will the person own outcomes, a team, clients or a product? If yes, lean permanent.
- Knowledge. Does the work create knowledge you must keep? If yes, lean permanent.
- Demand certainty. Is future demand for the role unclear? If yes, lean contract.
- Speed. Do you need someone working within days, not months? If yes, lean contract.
- Approval. Is permanent headcount blocked while project budget is available? If yes, contract may be the only route.
- Candidate market. Are the best candidates employed and not looking? If yes, permanent offers reach them better.
- Trial value. Is there genuine uncertainty about fit that a few months of work would resolve? If yes, consider contract-to-hire.
How does contract-to-hire conversion work?
Contract-to-hire conversion moves a worker from the staffing firm's payroll to yours after an agreed period, if both sides want it. The key terms are the minimum contract period, any conversion fee, the permanent salary and the decision criteria. Agree all four in writing before the person starts. A vague promise of conversion gives a good contractor every reason to keep interviewing.
Watch three points. First, the permanent salary should be stated or at least banded at the start, because contractors compare their monthly take-home pay before and after. Second, service continuity and leave balances may not carry over automatically. Third, set a decision date and keep it. A contractor who waits months past the promised date will start interviewing elsewhere.
What compliance points apply in India?
The core compliance question is who the employer on record is and who is responsible for statutory obligations such as social security contributions. In contract staffing the staffing firm usually employs the worker, but responsibilities can be shared. India's four Labour Codes came into force on 21 November 2025, according to a King Stubb & Kasiva law-firm alert.
Rather than relying on general rules, ask these questions of your staffing agreement and your counsel:
- Who is the employer on record, and is that stated clearly in every worker's contract?
- How will you confirm that statutory contributions are actually paid each month?
- Which obligations, if any, remain with your company as the principal employer?
- How do the Labour Codes affect fixed-term and contract arrangements you already have?
- What happens to compliance responsibility when a contractor converts to permanent?
We have deliberately not stated specific legal rules here, because the answer depends on your contracts, your locations and how the Codes are applied. Read the staffing agreement in full and take advice from an employment lawyer before signing or renewing one.
How does attrition change the decision?
Attrition affects both models, but differently. Permanent hires can leave, and contract workers can leave before the contract ends. According to the Aon Salary Increase and Turnover Survey 2025-26, India's overall attrition was 16.2% in 2025, down from 17.7% in 2024 and 18.7% in 2023.
Most of that movement is by choice. Aon commentary reported by Business Today in 2026 says nearly 75% of attrition in India is voluntary, compared with 50% to 66% in major global markets. The same article quotes a Quess IT Staffing executive estimating attrition at about 13% to 15% in IT services and 25% to 28% in e-commerce.
In practice, a permanent hire in a high-churn sector is not automatically more stable than a contractor. Retention depends on the role, the manager and the pay, so plan for it either way. Our guide to cost per hire and time to fill shows how to weigh replacement costs.
What do candidates think about contract roles?
Candidates weigh contract roles on pay, security and what the role does for their CV. Contract work can suit people between roles, specialists who like project variety, and those who want a foot in the door at a large company. LinkedIn research reported by People Matters in 2026 found 72% of Indian professionals are actively looking.
The concerns are predictable: whether the contract will be renewed, how benefits work through a staffing firm, and whether conversion promises are real. Candidates considering a contract role should ask for the conversion terms in writing. Candidates who prefer permanent roles can submit a resume to be considered for direct openings.
When is neither model the answer?
Sometimes the work should not be staffed at all. If a whole function can be handed to a provider with defined outputs, outsourcing may suit better than placing individuals. Our explainer on offshoring vs outsourcing covers that choice. Contract staffing still leaves management with you; outsourcing moves delivery responsibility to the provider.
Equally, if you need many permanent hires over months, a series of one-off placements can become slow and inconsistent. In that case, recruitment process outsourcing puts one provider in charge of the whole hiring process under your brand.
What should you decide first?
Before you choose between contract staffing and a permanent hire, run the eight-question checklist above with the hiring manager for one open role this week. If it points to permanent, our team focuses on permanent recruitment and RPO rather than contract payroll, and you can share your hiring brief to start the search.

What is contract staffing?
Contract staffing is an arrangement where a worker is placed with a company for a fixed period or project, while a staffing firm usually employs them, runs payroll and handles statutory deductions. The client directs the day-to-day work. It is common in India for IT projects, seasonal operations and cover for leave or backfills.
What is contract-to-hire?
Contract-to-hire means a person starts on a fixed-term contract, often through a staffing firm, with the option of moving to the client's permanent payroll after a set period. It lets both sides test the fit. It works best when the conversion criteria, the permanent salary and any conversion fee are agreed in writing at the start.
Is contract staffing cheaper than permanent hiring?
Not always. Contract staffing avoids a one-time placement fee and gives flexibility, but the staffing firm adds a margin to every month of pay. For short assignments it is often cheaper overall. For roles that last several years, permanent hiring usually costs less, and the person builds knowledge that stays with the business.
Who is responsible for compliance in contract staffing in India?
The staffing firm is usually the employer on record and handles payroll and statutory contributions, but the client often keeps some responsibilities, depending on the law and the contract. India's Labour Codes came into force on 21 November 2025. Ask employment counsel to review your staffing agreement and confirm who is responsible for what.
Do contract employees get statutory benefits in India?
Contract employees are generally covered by statutory benefit rules through their employer on record, but what applies depends on the role, wages, location and the law in force. Candidates should read the contract and ask the staffing firm for a written breakdown of deductions and benefits. Employers should confirm the arrangement with an employment lawyer.
When should a company choose permanent staffing over contract staffing?
Choose permanent staffing when the work is core to the business, will continue for years, involves sensitive knowledge or customer relationships, or needs someone to own outcomes. Permanent roles also attract candidates who would not consider a contract, which widens the pool for senior and specialist positions.
